Farm-state lawmakers have agreed to a one-year extension of the expiring U.S. farm bill that, if enacted, would head off a possible doubling of retail milk prices to $7.00 or more a gallon in 2013.?
The compromise measure resulted from bipartisan discussions in the House of Representatives' Agriculture Committee and talks with colleagues in the U.S. Senate, Frank Lucas of Oklahoma, the House panel's chairman, said in a statement Sunday.?
"It is not perfect - no compromise ever is - but it is my sincere hope that it will pass the House and Senate and be signed by the President by January 1," Lucas, a Republican, said.?
It was not immediately clear whether House and Senate leaders would bring the measure to a vote soon enough to avoid putting the so-called "dairy cliff" milk price spike into action.?
Separately, lawmakers are working on a last-ditch effort to avert the similarly timed "fiscal cliff," when the biggest tax increases ever to hit Americans are set to start, paired with significant federal spending cuts?
U.S. Agriculture Secretary Tom Vilsack, in an interview with CNN taped Friday and aired on Sunday, urged Congress to come up with such a solution, if only an extension of the old law that expired nearly three months ago, lest milk prices start rising after Jan. 1, 2013.?
Absent a new bill or an extension of current law, milk prices would revert to rules set in 1949, the last "permanent" farm legislation in the United States. Government price supports would kick in, based on production costs 64 years ago, plus inflation. The potential retail milk price has been estimated at $6.00 to $8.00 a gallon versus current levels near $3.50.?
Lucas said in the statement that time had run out in Congress' current session to enact a new five-year farm bill, as farm-state lawmakers and the dairy lobby had hoped.?
Vilsack told CNN that soaring milk prices - if it comes to that - would ripple throughout all commodities "if this thing goes on for an extended period of time."?
The price of milk will not double on Jan. 1, if Congress fails to act. Instead, prices would rise gradually as supplies are removed from normal markets and land instead in U.S. Department of Agriculture storage facilities.?
With supplies more scarce in normal marketing channels, some milk distributors and dairy product manufacturers could have turned to imported supplies.?
The Department of Agriculture is reviewing a range of options for administering programs should a permanent law become legally effective on Jan. 1, a spokesman said on Friday.?
The Senate passed its new five-year farm bill in June, and the House Agriculture Committee followed with a version in July.?
But the House bill, with large cuts in food-stamp funding for lower-income Americans, has never been brought to a vote by the full House. The Senate and House have for months remained far apart on the issues of food stamps and crop subsidies.?
Lucas said the year-long extension "provides certainty to our producers and critical disaster assistance to those affected by record drought conditions."?
It would also mean another round of the direct subsidies to farmers that cost about $5 billion a year, and that both sides of debate had agreed earlier to eliminate.?

The previous night in Caracas, Venezuela, Maduro did not specify how long he would be away but said Energy Minister Hector Navarro would be in charge of government affairs in the meantime. Maduro?s announcement came at the end of a long speech at the inauguration of a state governor, and he offered no information on the purpose of his visit beyond seeing Chavez.
In a speech Saturday, Venezuela?s National Assembly President Diosdado Cabello said only that Maduro went to Cuba to visit with Chavez and urge him ?to follow his treatment.? Venezuelan press officials in Caracas said they had no additional information Saturday.
Maduro?s trip comes amid growing uncertainty about Chavez?s health.
The Venezuelan leader has not been seen or heard from since undergoing his fourth cancer-related surgery Dec. 11, and government officials have said he might not return in time for his scheduled Jan. 10 inauguration for a new six-year term. There have been no updates on Chavez?s condition since Maduro announced Monday night that he had received a phone call from the president who was up and walking.
Venezuela?s opposition criticized Maduro for what they said was a lack of transparency surrounding Chavez?s health.
?What I still don?t understand is who is president,? Lawmaker Alfonso Marquina said. ?Who is governing the country now? As for the purpose of this sudden and improvised trip, only the national government knows.?
Maduro is the highest ranking Venezuelan official to visit Chavez since the surgery. Bolivian President Evo Morales traveled to Cuba last weekend in a quick trip that only added to the uncertainty surrounding Chavez?s condition. Morales has not commented publicly on his visit or even confirmed that he saw Chavez while he was there.
Before leaving for Cuba, Chavez acknowledged the precariousness of his situation and designated Maduro as his successor, telling supporters they should vote for the vice president if a new presidential election was necessary. Although Chavez has delegated some administrative powers to Maduro, he did not leave the vice president officially in charge of the presidency.
Venezuela?s Democratic Unity bloc of opposition parties suggested Saturday it was time for the government to declare the president temporarily absent from power.
?They are trying to hide what every day is a fact: The government does not want to recognize that there is a temporary absence of the president from his duties,? the bloc said in a statement.
On Friday morning, Maduro read a New Year message from Chavez to Venezuelan troops, though it was unclear when the president composed it.
?I have had to battle again for my health,? Chavez said in the message. He expressed ?complete faith in the commitment and loyalty that the revolutionary armed forces are showing me in this very complicated and difficult moment.?
A group of opposition candidates demanded Friday that Maduro provide an official medical report on Chavez?s health. Lawmaker Dinorah Figuera said the country needs ?a medical report from those who are responsible for the diagnosis, evaluation and treatment of the president.?
?The Venezuelan people deserve official and institutional information,? Figuera told Venezuelan media.
A legal fight is brewing over what should happen if Chavez, who was re-elected in October, cannot return in time for the inauguration before the National Assembly.
National Assembly Diosdado Cabello insisted Monday that Venezuela?s constitution allows the president to take the oath before the Supreme Court at any time if he cannot do it before the legislature on Jan. 10.
Opposition leaders argue the constitution requires that new elections be held within 30 days if Chavez cannot take office Jan. 10. They have criticized the confusion over the inauguration as the latest example of the Chavez government?s disdain for democratic rule of law and have demanded clarity on whether the president is fit to govern.

Michigan passed a bill on Friday that prohibits employers and schools from asking employees and students for login information to their personal social media accounts.
House Bill 5523, signed by Governor Rick Snyder and introduced by state Rep. Aric Nesbitt, "prohibit[s] employers and educational institutions from requiring certain individuals to grant access to, allow observation of, or disclose information that allows access to or observation of personal internet accounts."

This means an employer or institution cannot require that you provide them with your username or passwords for sites like Facebook and Twitter. The bill is known as the "internet privacy protection act."

STORRS, Conn. - The University of Connecticut men's basketball team is back in action on Saturday night as it takes on the University of Washington Huskies, out of the Pac-12 Conference, at the XL Center Saturday night at 7:30 p.m. It will be the final non-conference game of the season for UConn. The game will be televised on ESPN2 and heard on the UConn IMG Sports Radio Network.
UConn is 9-2 on the season and is coming off an 88-73 victory over Fordham on December 21, their third straight win and fifth in six games. UConn has four players averaging double figures, led by junior guard Shabazz Napier (16.8) and sophomore guard Ryan Boatright (16.1). The television image of the space shuttle Challenger exploding minutes after lift-off is still seared into the memories of many people. But a rare amateur video captured at Orlando airport offers a unique perspective of the tragedy.
The film was captured by registered nurse Bob Karman while returning from a family trip to Disney World. Karman's late wife and 3-year-old daughter Kim - who now works here at New Scientist - are visible at the beginning. The break-up occurs about 41 seconds after the launch but chillingly, none of the onlookers in the video seems to realise that something has gone wrong.
The tragedy, which occurred nearly 27 years ago, happened because exhaust gases corroded O-ring rubber seals on the shuttle's booster rockets at lift-off. The crew cabin detached during the break-up and crashed into the ocean. According to the investigation report, it's likely that the crew were alive, and possibly even conscious, until it hit the surface.

WASHINGTON (AP) -- Confused about the federal budget struggle? So are doctors, hospital administrators and other medical professionals who serve the 100 million Americans covered by Medicare and Medicaid. Rarely has the government sent so many conflicting signals in so short a time about the bottom line for the health care industry.
Cuts are coming, says Washington, and some could be really big. Yet more government spending is also being promised as President Barack Obama's health care overhaul advances and millions of uninsured people move closer to getting government-subsidized coverage.
"Imagine a person being told they are going to get a raise, but their taxes are also going to go up and they are going to be paying more for gas," said Thornton Kirby, president of the South Carolina Hospital Association. "They don't know if they are going to be taking home more or less. That's the uncertainty when there are so many variables in play."
Real money is at stake for big hospitals and small medical practices alike. Government at all levels pays nearly half the nation's health care tab, with federal funds accounting for most of that.
It's widely assumed that a budget deal will mean cuts for Medicare service providers. But which ones? How much? And will Medicaid and subsidies to help people get coverage under the health care law also be cut?
As House Speaker John Boehner famously said: "God only knows." The Ohio Republican was referring to the overall chances of getting a budget deal, but the same can be said of how health care -- one-sixth of the economy -- will fare.
"There is no political consensus to do anything significant," said Dan Mendelson, president of Avalere Health, a market analysis firm. "There is a collective walking away from things that matter. All the stuff on the lists of options becomes impossible, because there is no give-and-take."
As if things weren't complicated enough, doctors keep facing their own recurring fiscal cliff, separate from the bigger budget battle but embroiled in it nonetheless.
Come Jan. 1, doctors and certain other medical professionals face a 26.5 percent cut in their Medicare payments, the consequence of a 1990s deficit-reduction law gone awry. Lawmakers failed to repeal or replace that law even after it became obvious that it wasn't working. Instead, Congress usually passes a "doc fix" each year to waive the cuts.
This year, the fix got hung up in larger budget politics. Although a reprieve is expected sooner or later, doctors don't like being told to sit in the congressional waiting room.
"It seems like there is a presumption that physicians and patients can basically tolerate this kind of uncertainty while the Congress goes through whatever political machinations they are going through," said Dr. Jeremy Lazarus, president of the American Medical Association. "Our concern is that physician uncertainty and anxiety about being able to pay the bills will have an impact on taking care of patients."
A recent government survey indicates that Medicare beneficiaries are having more problems when trying to find a new primary care doctor, and Lazarus said that will only get worse.
Adding to their unease, doctors also face an additional reduction if automatic spending cuts go through. Those would be triggered if Obama and congressional leaders are unable to bridge partisan differences and strike a deal. They are part of the combination of tax increases and spending cuts dubbed the "fiscal cliff."
Medicare service providers would get hit with a 2 percent across-the-board cut, but Medicaid and subsidies for the uninsured under Obama's health care overhaul would be spared. The Medicare cut adds up to about $120 billion over ten years, with 40 percent falling on hospitals, according to Avalare's analysis. Nursing homes, Medicare Advantage plans and home health agencies also get hit.
The American Hospital Association says that would lead to the loss of hundreds of thousands of hospital jobs in a labor intensive industry that also generates employment for other businesses in local communities.
"It's very difficult to believe hospitals can absorb the kinds of numbers they are talking about without reducing service or workforce," said Kirby, the hospital association head. "You may decide that a service a hospital provides is not affordable -- for example, obstetrics in a rural community -- if you're making a little bit of money or losing a little bit of money by continuing to deliver babies in a rural community."
Independent analysts like Mendelson doubt that a 2 percent Medicare cut to hospitals would be catastrophic but say it will cost jobs somewhere.
Even if there is a budget deal, the squeeze will be on.
The administration has proposed $400 billion in health care cuts so far in the budget talks, coming mainly from Medicare spending. That's only a starting point as far as Republicans are concerned. They also want to pare back Medicaid and Obama's health care law and have also sought an increase in the eligibility age for Medicare.

HUNTSVILLE, Ala. (WHNT) -? This is a very special week for a boy in Athens who WHNT NEWS 19 has been following for months.
Today, Friday, December 28th is Ryan Kitchens? eighth birthday.
What makes this birthday so special is that Ryan wasn?t expected to live to see it.
Instead, Ryan has been extra busy over the last few weeks, buying and delivering toys for less fortunate children, making new friends, goofing off and just being a typical kid.
?How are you feeling?? WHNT NEWS 19?s Beth Jett asked Ryan when he visited the station.? ?Good,? he answered.
It?s remarkable, since his doctors didn?t think he?d live to see Christmas.
Ryan is in a fierce battle with two tumors on his brain.
He beat them months ago, but they came back and have grown in size, causing him excrutiating headaches.
?Oh, it?s been a hard hard year,? said Jasmine Davis, Ryan?s mother.? ?After thinking your child?s been cured and less than 10 to 12 weeks later, to have your child again have it worse than they had it the first time and then he?s on Hospice.? That was a huge wake-up call because that only means one thing.?
But Ryan fought back with faith, fun, and determination to live, supported by the power of prayer from thousands of people following his story.
?There?s gotta be a reason why he?s still here,? said Jasmine.
Ryan?s doctors warned her that her youngest child and only son would only grow weaker quickly and likely wouldn?t be around for his next birthday.
They were wrong.
December 28th brings another milestone: he?s now eight years old.
?He?s just.. feeling amazing and acting like his old self again,? said Jasmine.? ?Running, I can barely keep up with him.?
Ryan is better known as ?Lil Bama,? around Alabama and beyond.? He stays energized by his love for University of Alabama Crimson Tide football.
Earlier this year, expecting he didn?t have much time left, Ryan insisted on making his final arrangements, picking out a crimson casket.
But the casket will have to wait, because he?s having too much fun living.
Ryan?s next medical appointment is at the end of January.
You may have noticed his crimson shirt with white letters on it, spelling out ?RYAN?.

ANKARA, Turkey (AP) ? Officials at Turkey's Foreign Ministry say two Syrian air force generals have defected and crossed the border.
The defection comes as rebels besiege the military air base of Mannagh near the Turkish border.
The officials said Friday the two generals were "regional Syrian Air Force commanders" and are now in a camp where army defectors stay in Turkey.
They refused to give the generals' identities or say how they escaped from Syria. They spoke anonymously as they were not authorized to talk to the press.
The defection comes days after the commander of Syria's military police Maj. Gen. Abdul-Aziz Jassem al-Shallal defected to Turkey.
Al-Shallal is among the most senior members of Assad's military to defect.
Dozens of Syrian generals have defected since the country's crisis began in March 2011.

Researchers from the University of Vigo, in collaboration with the Environmental Services Unit at the Alejandro de Humboldt National Park (Cuba), have discovered two new species of Caribbean orchid.
The Caribbean islands have been natural laboratories and a source of inspiration for biologists for over two centuries now. Suffice to say that the studies by Charles Darwin and Alfred Russel Wallace in the tropical archipelagos contributed to the emergence of the theory of evolution.
In this case, a Spanish research team from the University of Vigo has discovered two new species belonging to the orchid family (Orchidaceae: Laeliinae) in Cuba. They have been called Tetramicra riparia and Encyclia navarroi. The two plants were found in the eastern and western zones of the island respectively.
"The first species described, Encyclia navarroi, is an orchid with considerably large flowers. A year later we discovered the Tetramicra riparia species, with very small flowers. The latter is so named because it grows on the banks of stony streams in the mountains of Baracoa, one of the rainiest and least explored areas in Cuba", as ngel Vale explained to SINC. Vale is a researcher at the University of Vigo and co-author of the studies published by the journals Systematic Botany and Annales Botanici Fennici.
Darwin was very much drawn to the orchid family, and used it to propose certain hypotheses about the importance of the relations between flowers and pollinators for biodiversity. Between 25,000 and 30,000 species of these plants are estimated to exist. However, the mechanisms that explain this amazing variety are only now being discovered.
"We could highlight their extraordinary capacity to interact with different types of pollinators. Contrary to most plants, many orchids do not produce nectar or other substances to compensate insects and birds that visit them", explained the researcher.
Orchids' deceit pollination
Despite this, floral visitors are attracted by orchids' colours and shapes, which enables the plants' sexual reproduction. This is known as deceit pollination.
The University of Vigo Plant Ecology and Evolution research team, which Vale belongs to, is studying the ecological and evolutionary consequences of deceit pollination in orchids that are endemic to the Greater Antilles: Cuba, Jamaica, Hispaniola and Puerto Rico. One of the mysteries they aim to solve is if the deceit orchids have a greater taxonomic and genetic diversity than other nectar-producing species.
Vale and his team are drawing up studies in the Antilles not only to reconstruct the evolutionary history of orchids but also to analyse the effect of pollinators in the reproduction of plants, and how this interaction has modelled the colourful aspect of these Caribbean flowers.
"Despite the fact that T. riparia's flowers have a complete central petal, just like other species that make up a subgenre endemic to Cuba; the way they grow is very similar to a more widespread group that seems to have diverged on the neighbouring island of Hispaniola. Our work provides molecular evidence of the greater relationship of T. riparia with these species on the neighbouring island. This is in consonance with the geological history of the Caribbean islands, according to which the eastern end of Cuba was in close contact with that land", pointed out Vale.
Scientists are currently trying to estimate how many millions of years ago this and other Caribbean species saw the light of day. This will enable them to test whether the ancestor of this species was already in Cuba, or if on the contrary, it evolved from an ancestor that colonised the island from neighbouring archipelagos.
"Just as with most orchids, which offer no compensation to their pollinators, Encyclia navarroi and Tetramicra riparia receive very few visits from bees. This is one of the basic reasons that guarantee the survival of these plants, and also help protect the populations of their pollinators", explained the scientist.

U.S. Education Secretary Arne Duncan offered states waivers last year, saying No Child Left Behind forced school districts 'into one-size-fits-all solutions that just don't work.'

California has become apparently only the second state ? and by far the largest ? to be denied a waiver of requirements of the No Child Left Behind education program, state officials said.
Thirty-four states and the District of Columbia have won waivers from provisions of the 2001 law, one of the signature achievements of the administration of former President George W. Bush, while nine other states and Puerto Rico have received conditional approval or have applications pending, according to the U.S. Education Department.
The agency doesn't publicize which states have been turned down, but Iowa is the only other state to have publicly acknowledged that it has been rejected.
California officials got the news Friday by telephone, The San Jose Mercury News reported, quoting Michael Kirst, president of the state Board of Education.
Kirst told the Mercury News that California's unwillingness to tie teacher evaluations to student test scores was what sank the state's request.

The denial wasn't a surprise ? Kirst and state school Superintendent Tom Torlakson warned local administrators in an open letter Friday (.pdf) that federal officials had indicated that California's request would be turned down.
No Child Left Behind
Thirty-four states and the District of Columbia have won waivers from the 2001 No Child Left Behind law. Nine states (in addition to the Puerto Rico) have received conditional approval or have requests pending: - Alabama - Alaska - Hawaii - Illinois - Maine - New Hampshire - North Dakota - Texas - West Virginia
Two states are known to have been rejected: -California - Iowa
Five states haven't requested waivers or have withdrawn their requests: -Montana - Nebraska - Pennsylvania (plans to request a waiver at a later date) - Vermont - Wyoming

"It is disappointing that our state's request ? which enjoyed such strong support from parents, teachers, administrators, and education advocates across California ? has apparently been rejected," Torlakson said in a separate statement.
Authorization for No Child Left Behind ? formal title: the Elementary and Secondary Education Act, or ESEA ? expired in 2007, and Congress hasn't acted to rewrite or refresh it. Last year, the Education Department told the states that they could apply for waivers pending a new law because the current law was "forcing districts into one-size-fits-all solutions that just don't work," Education Secretary Arne Duncan said at the time.
In the meantime, the old law continues to impose student test score standards that keep rising every year, to the point that many states say they're unrealistic in 2012. Critics contend that the law locks states into inflexible standards focused solely on reading and math, neglecting subjects like social studies, the arts, health and physical education.
Majority of states lining up to ditch No Child Left Behind
The old standards require a 100 percent rate of proficiency on standardized reading and math tests by 2014. The penalty for falling short is loss of federal funding for schools serving low-income children.
"On behalf of millions of parents, teachers, administrators and community members who fight for all children every day, we urge you to join us in prioritizing education by coming together to reauthorize and fix No Child Left Behind. We've waited long enough," Betsy Landers, president of the National PTA, wrote in an open letter to President Barack Obama last month.
Torlakson agreed, telling state educators: "The appropriate solution is for Congress to reauthorize the ESEA, replace its inflexible requirements with provisions that accommodate the differences in state policy approaches, and give districts adequate flexibility to improve student achievement."
But that doesn't appear likely to happen any time soon, with Congress transfixed by the looming "fiscal cliff" and immigration reform.
"At the moment, it's unclear if there is a real commitment and consensus in Congress for reauthorizing," Duncan told the Council of Chief State School Officers in a speech last month. "I wish there was a clear commitment and consensus."
