Budget and Financial Manager, UITS - HigherEdJobs

Job Summary: Prepares and analyzes budgets; analyzes and formally interprets monthly financial reports for senior management; determines and
proposes any required corrective budgetary actions; ensures implementation, and monitors future performance. Provides day to day budget
guidance to CACR and CLEAR administrative director, executive and deputy directors, stakeholders, and staff and assists them in the
formulation or review of business plans and funding models.

REQUIRED: Bachelor's degree in accounting, business, management or closely-related field and two years of progressive experience in budget oversight and management.

Solid understanding of accounting and finance, preferably in a research institution is necessary; advanced knowledge of spreadsheets for account development, forecasting, presentation, and reporting; and ability to work quickly to develop proficiency with university and external agency financial systems.

Excellent analytical skills to develop and evaluate competing RFPs; excellent communication and negotiating skills; and advanced human relations skills to effectively and sensitively interact with an internationally and culturally diverse constituency. Good fundamental understanding of current health information issues needed to effectively communicate with researchers and intellectuals dealing with cutting edge topics and infrastructure; and the highest standards of integrity and discretion.

Preferred: CPA or MBA and five years of experience.

Other: The Center for Applied Cybersecurity Research (CACR) and the Center for Law, Ethics, and Applied Research in Health Information (CLEAR) have grown substantially necessitating an organizational change in staffing. The Administrative Manager position for CLEAR has since morphed into one that focuses mainly on budgetary and fiscal oversight of accounts for both CLEAR and CACR.
